If my competitors play against teams who play youngster in the end of the season, then I take that as normal. Any match (at the end of the season) in which my competitor faces a mature team is a give from heaven. I personally do play youngsters sometimes and mature players in other matches. I care about the price money, for instance. Sometimes I announce what type of team I will line up, so that those who will be affected are aware of it in advance. I tend to agree with Eirik. Everybody knows that the tendency of playing youngsters at the end of the season is an important phenomenon in the game. I take that into account from round 1 onwards.

For my NT I played youths in my last qualifying game because I was already secured of my place in the last 16 and I know there was some mail sent round a while ago saying we must try our best but I still think it's acting in the best interest of the NT because I'm making sure none of my first team players will be banned etc for my next, more important match.
This makes sense to me. This actually IS allowed. It was explicitly stated on the forum as follows:

You HAVE reached your NT goal, but ARE mathematically not qualified for the next round of the World Cup: You DO have to line up the strongest team during the upcoming NT match.

when is this goal fixed?
what it depends on?
The goal is automatically determined during the season update. It is based on the quality of players. I don't know how quality is evaluated and how many players are taken into accounts. I'm pretty sure that when a nation has 10 great goalkeepers an only poor outfield players, that the NT goal will be really low. Nuno knows all this stuff, but I never wanted to ask for the details. I thought that I wasn't allowed to know.
