The NT have no manager, but it automatically selects 18 y/o players for starting 11, why?

This has to be it. The last manager was fired at the end of August and must have already set a youth squad before it happened. They have gotten older (this is the 2nd season?) so they are all 18 and 19 now. The most suspension points any of them have is 10 and being so young they don't get injured. They never trigger the automatic formation/player replacement.

Well if this is the rule then it can be abused. This should not be the rule, if the manager quits, NT should empty the squad and refill from scratch, doesn't it?

NEVER CHANGED TEAM

I see what you mean. It could easily be abused by someone trying to ensure an easier path to promotion past group stage, but it could be helpful in terms of youth development. If you set it to develop youths and move on it could have a decent squad in a few seasons.

Like Dzenk mentioned, there are a few issues with the NT's right now. One of which is the lack of attention the NT gets from managers, another being the lack of quality players to call up. Both are issues without an easy answer.

That yea, but bigger abuse is for NT experience of players. I can find unattractive NT's and place my own players for starting 11 and leave. Viola, my 17 year old crappy player plays every NT game instead of deserving ones.
