i have recently signedfor macedonya and i ear about the goals the national team must achiev that goal is the admins who set or is we managers. and if is me what should i put when the time come?

It's done automatically early in each season (it might be immediately before the draw is done but I can't remember).

It takes into account the ability of the players available. The worst teams get a 1pt target, the next ones get 3rd place, then qualify for the knockout stage and so on.

The admins nor the managers set the goal, it is automatically programmed by the game, and no, none of the admins know how it is decided. Some things are better being mysteries.
