Having 1 extra NT only will unbalance the WC. You need to add a larger number of NTs to implement this effectively.

As a discussion I had previously had with Nuno... for a NT to be produced, it needs to have 5 feeder teams of players. It also can't unbalance the WC. Kazshakstan has 1 team, there needs to be a minimum of 16 teams, again for youth teams it would have to be likely 1 for each current team, atm there is quite a few things to be updated, fixing something not broken yet is not at the top of the list, if at a time there seems to be 30 extra paying managers, then it will jump alot higher on the list, but at the moment there is not a demand for the teams except for maybe 10 managers, there isn't enough demand for the teams which would have to be created.
