I'm curious to know how it is possible that the world champion, the Russian Federation, is not on the first place.

It is similar to FIFA in that it looks at history but at a certain %. I take the last four years into account and apply a % to each point total.

Current Season: 100%
Last Season: 50%
2 Seasons ago: 30%
3 Seasons ago: 20%

Even though Russia beat Belarus this year, Belarus was the runner-up and has had a better history:

How they finished the last 4 years:
Int'l Team Belarus Russia
Season 25 Runner-up Champion
Season 24 Quarterfinal Round of 16
Season 23 Champion Quarterfinal
Season 22 Round of 16 Round of 32
