There is no obligation to play friendlies but there is an obligation to select a team in the best interests of the National Team, not in the best interest of your club team or anyone else club team.

Personally, I would say friendlies should just be automatically registered when you're knocked out, it doesn't really matter who you play against, no one will really care I don't think if there friendlies are registered for them.
