TF is training feature for all players in your squad. It is not selective in terms of players' age, but it gives the training to all your players basically until the age of 28 when player stagnate and his quality start slowly decreating.
Each level, higher means better, gives your player certain amount of points per week when level is turned on. These points, together with points for number of played games (friendly, cup, league, national) do sum up at the end of a season when update is running and based on this, given amount of points are leveraged through player skill set. It is random, where focus is on the main key skills, depends whether we talk about GK, DF, DM, MF etc..
