As a partial solution to the lack of managers active within the game and in an attempt to increase the competition among clubs that have a manager, we will bring all managed clubs in division 4 together in divisions 4A-4N. This will be done from season 34 onwards, so that you will have 1 season to anticipate the measure.
Unmanaged teams will remain in the game. They will be isolated in division 4O-4X. Application to teams in the isolated divisions will be blocked, however. They will continue to promote to division 3. As a result, the best unmanaged teams will keep coming available.
The FG board will at its own discretion reopen the isolated divisions on short notice (without a 1 season preparation period) if the number of active managers is considered high enough to carry the increase number of manageable teams.

Applications to Division 4M onwards have now been blocked.
During the Season 35 update, the unmanaged teams will be isolated in these divisions. Managed teams currently in these divisions will be moved to the open divisions.

We may adjust the divisions that are closed to application at this point, depending on the number of unmanaged teams. And we will also re-open applications to these divisions at short notice, depending on the demand for new teams.
