Around when are National Teams supposed to become available ?
I know near the end of the season, and near the begining, any other times? or is it just if a manager quits the team position or somthing?

Sometimes a manager quits and you can apply the day after. More importanty, managers get fired when they failed their season goal. The earliest that we will consider this is after the 6th WC group match has been played.
